At today's meeting, Andrea Whitmarsh from the Essex County Health Department presented a comprehensive look at the county's Community Health Assessment (CHA) and Community Health Improvement Plan (CHIP). Updated every five years alongside local hospital partners, these state-mandated assessments dive deep into the upstream social and economic factors affecting regional health. Key challenges have been identified as: 1) Economic Stability: Essex County faces a 12% poverty rate and 18% child food insecurity. Housing affordability and seasonal unemployment remain prominent obstacles. 2) Demographics & Geography: As New York's second-largest county geographically, its aging population (26% over age 65) faces unique rural transportation barriers. 3) Health Access: High patient-to-provider ratios persist for primary, dental, and mental health care, alongside a rising need for mental health and substance use interventions. To tackle these complex social determinants of health, the department has prioritized 11 actionable objectives across four key domains: economic stability, social context, neighborhood environment, and healthcare access. Because public health cannot do this work alone, Essex County is leveraging collective impact by partnering with over 25 local schools, community organizations, and healthcare providers to roll out targeted, community-driven interventions over the next five years.
